【日米道義同盟の今日的意義】
尾崎行雄は第二次世界大戦後に新たな日米関係を展望し「日米道義同盟」を唱えました。
これは道義に基づく民主政治を希求した尾崎が、戦後の国際秩序についても道義に基づくことを希求し、日米が戦争のない世界を築くために「世界連邦」に向けて指導的役割を期待したものと考えます。
しかし現在の日米同盟はそのような尾崎の願いとは真逆の方向に進んでいると言っても過言ではないでしょう。
尾崎の「日米道義同盟」は国家間のものというよりは、国を越えて道義に基づく国際社会を希求する草の根の人々の間の道義同盟と考えると、その今日的、世界的な意義がより鮮明になると考えます。
【力ではなく道義、ダブルスタンダードではなく良心】
「クリスマス停戦」を求めるにあたり、本年10月にイスラエルとガザで起きた人道に反する殺戮に対し出された以下の声明文をご紹介します。ここで表明されている内容の本質はイスラエルとガザに限ったものではありません。世界中の人々による「道義と良心の同盟」が、力とダブルスタンダードによって構築される国際社会の在り方に明確にNoと告げるべき時は今をおいて他にありません。
We, as representatives of the civil community in the Arab region concerned with popular diplomacy and the Alliance of the Human Conscience, appeal to the international community to immediately intervene to stop the bloodshed and genocide and forced evacuation of the people of Gaza, who lived for years under siege, crowded, marginalized, and squeezed in an open prison with a population of two million, on some 365 square kilometers, Gaza, ranking as the third most densely populated in the world.
私たちは、民間外交と人間の良心同盟に関わるアラブ地域の市民社会を代表して、国際社会に対し、世界で3番目に人口密度の高い約365平方キロメートルのガザで、200万人の人口を抱え、混雑し、疎外され、天井のない監獄に押し込められ、包囲された状態で何年も暮らしてきたガザの人々の流血と大量虐殺、強制退去を止めるため、直ちに介入するよう訴えます。
While standing at equal distance from all parties regarding the practice of violence, aggression, and threats to innocent people, we reject oppression, aggression, tyranny, and double standards, and emphasize the necessity of adhering to truth, justice, and universal human law.
罪のない人々に対する暴力、侵略、脅威の実践に関して、すべての当事者から等距離に立ちながら、私たちは抑圧、侵略、専制政治、二重基準を拒否し、真実、正義、普遍的な人道法を遵守する必要性を強調します。
Thus, what is urgently needed is:
1. An immediate ceasefire and successive raids on Gaza and Southern Lebanon to prevent the expansion of war and human suffering.
2.Allowing a safe air bridge to deliver medical aid and food necessary for immediate humanitarian relief to reach the besieged people of Gaza and ensure the treatment of the injured.
3. Upholding the sanctity of human life and emphasizing respect for human rights, universal humanitarian law and international conventions, and treaties.
4. Lifting the siege on Gaza and enabling reconstruction and a decent normal life.
5. Encouraging trust building and humane interaction between Palestinians and Israelis inside and outside.
6. Urging the international community to open a window and door to a realistic hope for a solution to the Palestinian issue that guarantees living in peace and security for current and future generations.
7. Urging governments of the world to stop endless military, material and political support for aggressor countries and entities that do not respect human rights and international legitimacy, as well as to use all peaceful and legitimate means to stop aggressive military expansion in all its forms and stop the use of internationally prohibited weapons harming and killing innocent people in all inflamed areas.
従って、緊急に必要なことは
1. 戦争と人的被害の拡大を防ぐために、ガザとレバノン南部に対する連続的な空襲を止め、即時停戦を行うこと。
2.包囲されたガザの人々に緊急人道支援に必要な医療援助と食糧を届け、負傷者の治療を確実にするための安全な空輸を許可すること。
3. 人命の尊厳を堅持し、人権、普遍的人道法、国際条約、協定を尊重すること。
4. ガザ包囲を解き、ガザの復興と人々の真っ当で普通の生活を可能にすること。
5. 内外のパレスチナ人とイスラエル人の信頼醸成と人道的交流を奨励すること。
6. 国際社会に対し、現在および将来の世代に平和で安全な暮らしを保証するパレスチナ問題の解決に向けた現実的な希望への窓と扉を開くよう求めること。
7. 世界各国政府に対し、人権と国際的正当性を尊重しない侵略的な国や組織に対する際限のない軍事的、物質的、政治的支援を停止するよう求めるとともに、あらゆる平和的かつ合法的な手段を用いて、あらゆる形態の攻撃的な軍拡を停止し、すべての紛争地域で罪のない人々に危害を加え殺害する国際的に禁止されている兵器の使用を停止するよう求めること。
As we trust in the victory of the global conscience, pertaining to genuine and sound human nature, which ensures that all parties stand at the same distance with the aim of preserving and providing a safe environment in respect of human values and the right to life for all, we extend to you our sincere appreciation and trust in the conscious and rapid humanitarian reaction in light of the current situation that threatens a human catastrophe, especially in light of the expansion of the scope of the war affecting some border countries.
私たちは、人間的価値とすべての人の生きる権利を尊重し、安全な環境を維持提供し、すべての当事者が同じ距離に立つことを保証する、真っ当で健全な人間性に基づく世界規模の良心の同盟の勝利に信頼を寄せており、特にいくつかの国境を接する国々に影響を及ぼしている戦禍とその拡大、人類を破局へと脅かす現在の状況に対して、意識的かつ迅速な人道的対応に心からの感謝と信頼を表します。

一人ひとりが「心の鎖国」を止め、「道義と良心の同盟者」として世界中の人々と手を取り合う新しい時代が始まっています。ガザにおける21世紀のアパルトヘイト、ジェノサイドとも言える状況に終止符を打ち、道義と良心に基づく国際秩序をこの21世紀に構築することは私たち一人ひとりの責務です。クリスマスと新年を迎えるにあたり、改めて私も含め一人ひとりが自分自身の道義心と良心に対してこう問うて頂きたいと思います。「私たちはどのような世界を子ども達に残すのですか」と。
